("A"). What I understand the FC4CMAB 2 Asks for at *A* is that a certificate for 1,200 passengers should be granted pro- -visionally, taking a broad view of the reciprocity treaty. I think this should be done for the reason that there is nothing to prevent the master of "Paul Beau” applying to his Consul at Canton for a *permis de navigation" which we might now probably have to accept, under Section 10 (1) (b) Ordinance 10 of 1899 having in view this reciprocity treaty.
The probability is that the "permis de navigation" would be granted without a proper survey such as the vessels have annually undergone for a Hongkong passenger certificate, while it would mean two vessels less being surveyed here annually, a loss of revenue to the Colony which, in itself, small, might be wider felt in the future.
(*C*). The "Paul Beau" and her sister ship "Charles "Hardouin" are the two strongest built vessels engaged in the river trade and are equipped with life saving appliances in accordance with đì our requirements, and if measured under Table F Section 38 would be allowed to carry 1,800.
There would be as much legality for granting 1,200 passengers, as there is at present for this vessel to carry 906 passengers on Coasting Trade measurements, without being fully equip- -ped as a coasting steamer i... while being equipped with boats and rafts she carries no lifebelts as required for coasting vessels, but is allowed, in this respect, the privilege of river steamers, which do not require to carry lifebelts by order of Sir M. Nathan.
